de meter, niet alleen voor je eigen huis maar voor de hele gemeente. De stad Utrecht wil in 2030 energieneutraal zijn. Utrecht heeft het initiatief genomen om met potenti\u00eble energieproducenten, bewoners, organisaties en bedrijven de mogelijkheden van grootschalige duurzame energieopwekking in Rijnenburg-Reijerscop te onderzoeken. Hierbij ligt de focus op zon- en windenergie.<\/p>\n<p>Lange tijd leek de polder Rijnenburg voorbestemd om op te gaan in het stedelijk weefsel van groot Utrecht. De Provinciale Ruimtelijke Structuurvisie 2013-2028 duidt Rijnenburg nog aan als potenti\u00eble locatie voor de bouw van 7000 woningen. Bij de herijking van deze visie in 2016 gaf de provincie echter aan niet voor 2028 woningbouw te ontwikkelen. De provincie ziet tot 2028 naast het huidige agrarische gebruik mogelijkheden voor de inrichting als \u2018pauzelandschap\u2019. Met vormen van duurzame energieopwekking. Het energielandschap moet daarnaast de recreatieve gebruiksmogelijkheden vergroten, de ecologische kwaliteiten borgen en Utrecht beter voorbereiden op de klimaatverandering. voor iedere variant<\/h2>\n<p>In een participatief proces met de omgeving werd ontwerpend onderzoek ingezet om tot gedeelde ontdekkingen te komen. Zes scenario\u2019s werden ontwikkeld. Ze beantwoorden de vraag van de raad en geven allen een eigen invulling aan het \u2018pauzelandschap\u2019. Naast het sterk groenblauw raamwerk heeft ieder scenario een eigen plus die iets voor de energie opbrengst, voor het landschap, de recreatieve toegankelijkheid en\/of de natuur doet.<\/p>\n<p>Scenario \u2018Energie voorop\u2019 maximaliseert de energieopbrengst uit wind- en zon, gekoppeld aan het versterken van natuur, landschap en recreatie. \u2018Zon voorop\u2019 doet dit ook, maar dan alleen met zonenergie.<\/p>\n<p>Scenario \u2018De ring\u2019 koppelt de winning van hernieuwbare energie aan de snelwegen die het plangebied omgeven: de A12 en in mindere mate de A2. Het scenario \u2018Kreek\u2019 introduceert een nieuwe landschappelijke structuur waaraan de energie-initiatieven op gebied van zon en wind worden gekoppeld. De kreek vormt de \u2018kapstok\u2019 voor de verschillende energie-ontwikkelingen.<\/p>\n<p>Het scenario \u2018Nieuw Rijnenburg\u2019 versterkt de historische noord-zuid gerichtheid van Rijnenburg. Het zet het onderscheid tussen \u2018hoog &amp; droog\u2019 (stroomrug) en \u2018laag &amp; nat\u2019 (kommen) sterker aan. Daarnaast introduceert het de ontwikkeling van een nieuw recreatief landgoed aan de Nedereindse plas. Het polderscenario is door de omgeving getekend en zet in op het optimaal open houden van het polderlandschap benoorden de Nedereindse Naast sterke voorstanders is er een aanzienlijke groep die de ontwikkeling met argusogen volgt. Zij zien de ontwikkelingen als bedreigend voor met name de natuurkwaliteit, de ruimtelijke kwaliteit en het woongenot.<\/p>\n<p>Het beperkt draagvlak lijkt mede voort te vloeien uit het feit dat de urgentie en de omvang van de opgave onvoldoende worden ervaren. Een beter begrip van nut en noodzaak zal leiden tot meer begrip voor de ontwikkeling van het energiepark en de maatschappelijke acceptatie
